SUMENEP, (Transmadura.com) – Belum adanya kepastian pembahasan KUA PPAS (Kebijakan Umum Anggaran dan Perioritas Plafon Anggaran Sementara (KUA PPAS) untuk APBD P (Anggaran Pendapatan Belanja Daerah Perubahan) 2022 yang sudah masuk akhir bulan agustus

Hal itu menjadi perhatian Anggota Dewan Perwakilan Daerah (DPRD) kabupaten Sumenep, bahwa
sesuai regulasi, PP 12/2019 tentang Pedoman Pengelolaan Keuangan Daerah, pembahasan KUA PPAS ini maksimal dilaksanakan di awal bulan Agustus.

Namun, sampai akhir Agustus ini belum dilakukan. Padahal, Kabarnya DPRD setempat sudah membuat jadwal untuk pembahasan ini.

Sementara , kasak kusuk yang berkembang di gedung dewan, belum dibahasnya KUA PPAS lantaran draf dari eksekutif belum tuntas. Sehingga, jadwal yang dibahas Bamus (Badan Musyawarah) tidak bisa dilaksanakan. Sesuai jadwal pembahasannya akan dilaksanakan sejak 2 Agustus 2022 lalu.

Anggota komisi II Masdawi menyesalkan belum adanya pembahasan KUA PPAS APBD P tepat waktu. Dengan dalih draf dari eksekutif belum juga diterima oleh DPRD. “Kami sudah ada jadwal pembahasam ini (KUA PPAS, red), tapi belum bisa dilaksanakan,” katanya.

Seharusnya, sambung dia, awal bulan ini pembahasan sudah dimulai. Jadi, awal Oktober APBD P sudah bisa dieksekusi. “Kalau belum dibahas sekarang, ini sudah terbilang lambat dan bisa saja akan molor hingga Oktober nanti,” ujar politisi yang juha anggota Bamus ini.

Bayangkan, lanjut Masdawi, apabila bulan Oktober dilakukan pembahasan KUA PPAS, setelah itu bahas raperda APBD P, maka bisa jadi Nopember baru bisa disahkan. “Jadi, dalam pelaksanaan kegiatan juga nantinya mepet, waktunya cukup sempit untuk merealisasikan program,” ungkapnya.

Untuk itu, pihaknya meminta pembahasan untuk APBD P untuk segera dituntaskan dan dipercepat. Itu agar semua proses yang berkaitan dengan kegiatan tidak tersendat. “Kami mendesak untuk segera dilakukan pembahasan. Lebih cepat tentu lebih baik,” tuturnya.

Hanya saja, pihaknya juga mempertanyakan kepada pimpinan dewan yang sudah menjadwal pembahasan, tapi malah kandas. “Ikhtiar melakukan pembahasan sesuai jadwal tentu bagus, tapi ternyata drafnya belum selesai. Akhirnya kegiatan lain jadi abai akibat jadwal itu,” tutupnya.
