Berkembangnya usaha tambak udang di Kabupaten Sumenep, Madura, Jawa Timur, yang dikelola Investor maupun dikelola pribadi banyak tambak yang melanggar aturan sempadan pantai.

Hal itu terjadi, akibat tidak pahamnya para pengelola usaha tentang regulasi aturan yang telah dibuat oleh pemerintah tersebut. khususnya yang kelola pribadi banyak temuan tambak melanggar sempadan pantai.

Salah satunya, di Desa Lapa Daya, Kecamatan Dungkek, yang notabeni dikelola pribadi tidak paham akan regulasi perizinan tersebut. Sehingga, lokasi tambak tidak nyampek seratus meter sempadan pantai ke lokasi.

“Kita tidak bisa langsung menyalahkan para pengelola tambak yang tidak paham akan regulasi perizinan tersebut,” kata
Ketua Komisi II DPRD Sumenep, H. Subaidi, saat hasil Sidak kemarin.

Sehingga, sangat manusiawi jika masyarakat awan tidak tau tentang aturan tambak yang ada di pinggir pantai. Mereka hanya ingin mendapat rezeki.

“Jika masyarakat tidak tau regulasi itu merupakan sesuatu yang manusiawi. Jadi masyarakat itu yang diinginkan bagaimana caranya bisa menggarap lahan sehingga mereka bisa mendapat rezeki dari apa yang telah mereka lakukan,” katanya.

H. Subaidi menyampaikan, pemerintah setempat seharusnya bisa hadir ditengah-tengah masyarakat untuk memberikan pemahaman dan penjelasan kepada masyarakat tentang regulasi usaha tambak udang tersebut.

“Seharusnya pemerintah itu hadir pada masyarakat. Kehadiran itu untuk memberi pemahaman kepada masyarakat tentang bagaimana aturan main kalau mau buat usaha tambak. Misalkan, jaraknya dari pantai berapa meter, terus cara mengajukan izinnya seperti apa, persyaratannya juga apa saja, itu salah satu tugas pemerintah untuk sosialisasi,” jelasnya.

Untuk itu, pihaknya akan segera memanggil dinas terkait, mulai dari Dinas Perizinan, Dinas Perikanan dan Kelautan, hingga Dinas Lingkungan Hidup. Hal itu dilakukan kedepan hal-hal seperti itu tidak terjadi lagi. Masyarakat bisa paham tentang regulasi dan tidak dirugikan dikemudian hari.

“Kami akan panggil dinas terkait, bahkan hingga kepala desa setempat. Bagaimana pihak-pihak ini nantinya bisa hadir dan memberi pemahaman terhadap masyarakat tentang regulasi yang ada dan keadaan ini bisa diperbaiki. Namun, secara ekonomi masyarakat jangan sampai dirugikan,” tuturnya.

Sementara itu, Kabid Perizinan DPMPTSP Sumenep, Kukuh Agus Susyanto mengatakan, pihaknya selama ini hanya memproses perizinan bagi mereka yang mengajukan saja.

Apalagi dia mengungkapkan, saat ini tambak udang di Sumenep yang berizin itu hanya sekitar 11 lokasi dari sekitar 15 yang mengajukan izin.”Jadi, kami hanya memperoses pemohon yang mengajukan izin,” jelasnya.

Sedangkan pemilik tambak di Desa Lapa Daya, Dubi mengaku sudah 32 tahun mengelola beberapa tambak di area itu. Dirinya mengaku tidak tau menau soal regulasi usaha tambak, baik mulai dari perizinan, hingga aturan jarak terdekat antara lokasi tambak dengan bibir pantai.

“Selama ini ya tidak tau. Tambak ini milik kami sekeluarga. Tanahnya awalnya beli, tapi kalau mau ditanami jagung kan air dan tanahnya asin, ya kami berinisiatif untuk membuat tambak udang ini,” tukasnya.
