Surat edaran penagguhan tahapan pemilihan kepala desa (Pilkades) 2019 yang lebih dari lima bakacalon akan semakin blunder. Pasalnya, proses pilkades di sumenep perbup sudah di undangkan dan tahapan sudah berjalan.
Bahkan, surat edaran Sekda tentang penangguhan terkesan “intervensi” terhadap peraturan bupati (Perbup). “Ini sangat aneh, seharusnya dari awal Sekda sudah melakukan kajian Filosofis, yuridis dan sosiologis dalam menelorkan Perbup itu, sehingga konsep yg masuk ke BUPATI sudah “Beres,” kata Ketua Gashindo Rausi Sumarano.
Anehnya, kata Rausi, tahapan disuruh lanjut tapi pada sisi lain bagi calon lebih dari lima disuruh pending. “Terus alasan pending dan apa setelah pending tak dijelaskan secara konprehensif. Jika panitia melanjutkan proses dan tahapan sesuai perbup kan tidak salah,” ungkapnya
Sehingga, panitia tetap melanjutkan dengan beralasan mengikuti Perbup bukan Sura Edaran Sekda. “Seharusnya jika memang dalam perbup ada persoalan secara materiil dan formiil kan bisa Ditunda dulu semua tahapan,bukan macam ini,” ucapnya.
Sebelumnya, Peraturan Bupati (Perbup) Pemilihan Kepala Desa (Pilkades) serentak 2019 di Kabupaten Sumenep, dari berbagai Kecamatan dan Desa melakukan penolakan tentang peraturan yang terkesan keterpihakan terhadap incumben.
Namun pada akhirnya ditangguhkan sesuai surat edaran Bupati Sumenep nomor 411/1210/435.118.5/2019 tertanggal 26 Agustus 2019 tentang pelaksanaan pilkades serentak tahun 2019 dan ditangani langsung Sekretaris Daerah (Sekda) Sumenep, Edy Rasiadi dengan atas nama Bupati Sumenep.
Penangguhan itu dilakukan untuk jika bakal calon kades lebih dari lima orang. Pada edaran itu dijelaskan, panitia pilkades melanjutkan tahapan pilkades jika bakal calon minimal dua orang dan maksima lima orang.
Namun, jika bakal calon kades meleibihi dari lima orang, maka tahapan berikutnya ditangguhkan. Panitia tidak dapat melakukan seleksi tambahan serta tidak dapat melakukan penetapan calon.
Kepala Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Sumenep, Moh. Ramli mengatakan, penangguhan itu dilakukan seiring diundangkannya Perda nomor 3 tahun 2019 tentang Desa pada tanggal 23 Agustus 2019 lalu. Sehingga dibutuhkan penyesuaian.
Ramli mengatakan, selama ini yang menjadi atensi adalah scoring sebagai seleksi tambahan jika bakal calon kades lebih dari 5 orang. Maka, dengan adanya edaran bupati itu, panitia pilkades tidak bisa melakukan tahapan pilkades sampai adanya peraturan baru.
“Jika calon lebih dari lima, sesuai amanat perda yang baru, maka dilakukan seleksi tambahan dengan mempertimbangkan kriteria pengalaman, pendidikan, usia, dan persyartan lain yang ditetapkan bupati,” jelasnya.
Kata Ramli, ruang itu akan digunakan oleh Bupati Sumenep untuk menentukan persyaratan lainnya sesuai kewenangan bupati. “Yang kami fasilitasi ke Gubernur itu, persyaratan lainnya salah satunya adalah ujian atau tes kepemimpinan, tes tertulis, dan wawancara,” tambahnya.
Lebih lajut, Ramli menjelaskan, prosss ujian pada persyaratan lainnya tersebut, nantinya akan dilakukan oleh lembaga independen yang akan difasilitasi oleh Pemerintah Daerah Kabupaten Sumenep. “Maka calon yang lebih dari lima itu ditangguhkan. Jika tidak lebih dari lima, maka tetap lanjut,” tukasnya.
