Koordinator LSM Koalisi Sumenep Berdaulat Anti Korupsi, Ucok Tarigan mengatakan, pelaporan dugaan penyalahgunaan wewenang Dalam jabatan yang berpotensi terjadinya tindak Pidana Korupsi Dana Bantuan Operasional Sekolah (BOS) triwulan pertama TA.2019 kabupaten sumenep.
“Bank Jatim Sumenep telah mencairkan Dana BOS kurang lebih 20% dari Total Dana BOS Rp 57.888.352.066,” ungkapnya, selasa, (9/4/2019)
Padahal, kata ucok, kebijakan Diknas Pendidikan yang dilakukan Plt itu sudah keliru. “Ada dua poin yang mengandung unsur kerugian negara, yakni pembiaran pejabat kepala sekolah Plt yang mengelola satuan pendidikan sampai pelantikan,” uacpnya.
Selain itu juga, Adanya surat rekomendasi Plt kadis pendidikan ke Bank Jatim membuat kebijakan memuluskan pencairan Dana Bos untuk dikelola oleh Kepsek.
“Padahal, legalitas kepala sekolah masih diragugan sah berdasarkan secara hukum, hingga detik ini belum menerima salinan SK,” jelasnya.
Perlu diketahui sebelumnya, Dana Bantuan Oprasional Sekolah (Bos) yang sudah dicairkan terhadap ratusan sekolah naungan Dinas Pendidikan dilingkungan Kabupaten Sumenep, Madura, Jawa Timur,
Realisasi Dana Bos tersebut secara administrasi pencairan tidak prosedural diduga tidak melampirkan Salinan SK Kasek.
Hal ini terindikasi adanya tindakan kerugian negara, apalagi dengan adanya penundaan pencairan, sudah menunjukkan, bahwa realissai Dana Bos ada yang salah administrasi.
Sebab, Plt Kadisdik begitu berani melampaui batas kewenangan dengan memberikan rekomendasi terhadap pimpinan Bank Jatim untuk melakukan pencairan Dana Bos terhadap sekolah, tidak berdasarkan salinan SK, melainkan hanya berdasarkan pengukuhan dan pelantikan. (Asm/Hrd/Red)
