Anggota Pansus (Panitia Khusus) DPRD (Dewan Perwakilan Rakyat Daerah) Kabupaten Sumenep menilai pemkab kurang serius dalam pengawalan Raperda.
Buktinya, hingga hampir tutup tahun 2023, Rancangan Peraturan Daerah (Raperda) pajak dan retribusi belum dibahas dengan alasan harmonisasi draf belum tuntas dilakukan.
Pembahasan Raperda pajak dan retribusi masih menunggu hasil harmonisasi draf yang dilakukan oleh kantor Kantor Wilayah (Kanwil) Kementerian Hukum dan Hak Asasi Manusia (Kemenkumham) Jawa Timur.
Namun pengajuan bagian hukum setkab Sumenep tentang harmonisasi draf hingga kini belum ada kejelasan tak kunjung tuntas.
“Pembahasan Raperda regulasi baru harus dilakukan harmonisasi ke kemenkumham, termasuk pajak dan retribusi,” kata Sami’oedin Anggota Pansus DPRD Sumenep.
Politisi Partai Kebangkitan Bangsa (PKB) ini merasa aneh sampai saat ini pembahasan belum kelar kelar padahal harmonisasi sudah lama dilakukan.
Dirinya merasa kecewa sudah satu bulan lebih belum tuntas hingga meragukan pengawalan pemkab Sumenep tidak serius atas Raperda tersebut.
“Apakah pengawalan pemkab dalam hal ini bagian hukum tak serius atau setengah hati ngawal ke Menkumham hingga detik ini belum tuntas, kalau harmonisasi belum tuntas tidak bisa dibahas,” ungkapnya.
Sehingga, anggota dewan asal gapura ini mendesak Pemkab serius menutaskan harmonisasi itu.
Sebab hal ini akan mengganggu pungutan pajak dan retribusi.
“Apabila tidak tuntas, maka nanti tidak bisa melakukan pungutan pajak dan retribusi tahun depan,” tegas Sami’oedin.
Kabag Hukum Setkab Sumenep Hizbul Wathan dihubungi awak media justru memberikan pernyataan kontroversial dengan penilaian dari pihak Pansus Pajak dan Retribusi DPRD Sumenep.
Wathan mengklaim, sudah maksimal dalam mengawal harmonisasi raperda pajak dan retribusi.
“Buktinya, proses pengajuan sudah dilakukan pada Februari lalu. Dan, baru dilakukan harmonisasi pada bulan April 2023 lalu,” tepis Hizbul Wathan, Kabag Hukum Setkab Sumenep, dilansir Maduraexspose.
Dirinya mengaku sudah sering melakukan koordinasi dengan Kanwil Kemenkumham. “Tapi belum selesai sampai detik ini. “Terus kita pantau termasuk di e Legal,” imbuhnya meyakinkan.
Hingga detik ini, lanjut Wathan, pihak Pemkab Sumenep masih menunggu hasil harmonisasi yang diakuinya bukan kewenangan pihak Pemkab.
” Apalagi, memang secara regulasi tidak ada aturan tenggat waktu.Yang jelas, kami sudah berusaha maksimal untuk segera selesai dan bisa cepat dibahas,” pungkasnya.
