Anggota DPRD Sumenep Sebut Perbup Pilkades Amburadul

Peraturan Bupati (Perbup) Pemilihan Kepala Desa (Pilkades) yang bakal digelar secara serentak pemerintah kabupaten Sumenep, Madura, Jawa Timur, dinilai kurang profesional oleh kalangan DPRD setempat.

Hal ini disampaikan Sekretaris Komisi III DPRD Sumenep, Indra Wahyudi, bahwa peraturan bupati pilkades 2019 ini dengan sistem scoring DPRD dinilai lebih rendah dari mantan kades.

“Sistem scoring pilkades amburadul, DPRD saja dibikin lebih rendah dari mantan kades, aneh, ini yang bikin aturan paling tidur saat ngetik,” katanya.

Lanjut politisi partai demokrat ini, Sesuai Perbub, poin tertinggi diraih oleh Kepala Desa dan Ketua Badan Permusyawaratan Desa (BPD) dengan nilai scoring 14 persen. Sedangkan pensiunan PNS, TNI, Polri, DPR hanya punya nilai 7 persen.

“Sangat aneh, memang Polri TNI jabatan fungsional, akan tetapi DPRD ini jabatan politik kalau secara eselonering masih selevel dengan Bupati. Malah justeru semakin mengesankan DPRD ini posisinya d rendahkan dengan sistem scoring yang diberlakukan ke Pilkades,” tegasnya.

Sehingga, kata Indra, pembuatan perbup itu memakai nalar dan logika yang tidak logis. “Orang cuma memimpin satu desa saja scoringnya lebih tinggi dari pada yang menjadi perwakikan rakyat se sekabupaten sumenep. Yang bikin aturan sepertinya kurang sehat,” ungkapnya.

Aktivi Garis, Supardi, juga mengkritik, Sesuai perbup tersebut para pendatang baru jelas tidak mendapatkan poin, tentang poin tambahan pertimbangan yang memakai 4 variabel nomor 1, calon berpengalaman dibidang pemerintahan. padahal mestinya mereka (pendatang baru) tersebut diberikan kesempatan dan perlakuan yang sama untuk ikut serta dalam pencalonan kepala desa di daerahnya masing-masing.

“Mereka yang incumbent tersebut tidak dapat menjadi jaminan bahwa mereka lebih pantas dan lebih baik dari pada para bakal calon yang bersetatus sebagai pendatang baru,” ungkapnya.

Hal ini akan menjadi permasalahan bagi para calon kades pendatang baru dan persoalan bagi sebagian besar masyarakat sumenep.

“Perbup tentang poin tambahan pertimbangan yang memakai 4 variabel nomor 1, calon berpengalaman dibidang pemerintahan itu sangat merugikan, calon pendatang baru,” tegasnya.

Perlu diketahui, petunjuk Teknis Peraturan Daerah Kabupaten Sumenep Nomor 8 Tahun 2014 tentang pencalonan, Pemilihan, Pengangkatan, Pelantikan Pemberhentian Kepala Desa.

Jumlah calon kepala desa minimal dua orang dan maksimal lima orang. Apabila pendaftar lebih dari lima orang, maka diberlakukan sistem rangking melalui sistem point. “Jika bakal calon lebih dari 5 orang, maka ada empat variable yang menjadi persyaratan tambahan,” kata Kepala Dinas DPMD kabupaten Sumenep, Moh Ramli.

Sedangkan pelaksanaan untuk wilayah Daratan, lanjut Ramli, dijadwalkan pada hari Kamis 7 November 2019 sebanyak 174 desa, sementara di wilayah Kepulauan satu minggu setelah pelaksanaan di wilayah Daratan tepatnya, Kamis 14 November 2019 sebanyak 52 desa.

“Dari empat variabel itu di antaranya pengalaman di kepemerintahan, jenjang pendidikan (ijazah), usia dan alamat tinggal calon. Namun awal Juli 2019 kami akan sosialisasi teknis pelaksanaan Pilkades kepada para panitia,” jekasnya.

Sedangkan untuk poin bidang pendidikan hanya 40% dengan rincian sebagai berikut; S3 8,5%; S2 7,5%; SI dan D4 6,5%; D3 5,5%; D2 45%; D1 3,5%; SMA sederajat 2,5%; dan SMP sederajat mendapat poin 1,5%.

Sedangkan untuk usia mendapatkan poin 25%, tertinggi umur calon antara 45-50 tahun mendapat poin 4,2%, sedangkan umur lebih dari 50 atau kurang dari 45 terus menurun.

Untuk poin Domisili Calon hanya 10%, dengan perincian apabila domisili sesuai daerah pencalonan maka mendapat poin 7%, sedangkan untuk calon pendatang hanya mendapatkan poin 3%.

Sementra Kepala DPMD Sumenep Moh. Ramli, mengatakan perbup pilkades bukan hasil diskusi kusiran melainkan itu hasil dari tahap uji keberapa yang lebih profesional.

“Yang pasti perbup pilkades itu telah kami diskusikan dan melewati tahapan yang logis” katanya.

Soal point itu sudah sangat rasional, mantan kepala desa mempunyai point tertinggi dikarenakan mantan kades telah mempunyai segudang pengalaman soal pemerintahan desa.

“Point berlaku apabila melebihi maksimal calon, jadi disini tidak ada yang mihak memihak soal yang di perbub itu” pungkasnya.
