Banyak Proyek Tidak Memasang Papan Nama, Ini Himbauannya

SUMENEP, (TransMadura.com) – PAC LAKI (Laskar Anti Korupsi Indonesia) wilayah Kepulauan Sapudi, Sumenep, meminta seluruh rekanan memasang papan nama proyek yang merupakan bagian penting yang harus dilakukan saat hendak melaksanakan proyek.

“Pemasangan papan proyek termasuk dalam kontrak kerja serta aturan perundang-undangan sebagai langkah implementasi azas transparansi, agar seluruh rekanan atau pelaksana proyek bisa menjalankan aturan yang berlaku,” kata Fared Anggota PAC LAKI Sumenep. Senin (24/9/2018).

Menurutnya, berdasarkan hasil pantauan anggota PAC LAKI dilapangan, banyak kegiatan proyek yang tidak memiliki papan nama, sehingga kerap menimbulkan kecurigaan masyarakat. Padahal, papan nama proyek tersebut memiliki mata anggaran yang tertulis dalam Rancangan Anggaran Belanja (RAB) kegiatan.

“Pembuatan papan nama proyek itu wajib karena ada dalam RAB, jika tidak berarti telah melakukan pelanggaran dan harus disanksi,” ungkapnya.

Lanjutnya, pemasangan papan nama proyek merupakan bagian dari implementasi azas transparansi, sehingga masyarakat bisa turut mengawasi proses pembangunan. “Masyarakat mempunyai hak dan kewajiban untuk mengawasi segala bentuk kegiatan pembangunan yang dilakukan pemerintah.

Namun, proses pengawasan itu tidak akan berjalan jika tidak ada papan informasi,” tegasnya.

Fared menambahkan, sudah seharusnya setiap pengerjaan proyek yang ada harus disertai papan nama yang biasanya telah tertera pengerjaan proyek waktu pengerjaan, anggaran pengerjaannya darimana dan besaran anggaran proyek juga nama konsultan mana yang mengerjakan.

“Dengan pengerjaan proyek yang dilengkapi dengan papan nama akan terlihat keterbukaan dan tidak menimbulkan kesan yang negatif dari masyarakat setempat pengerjaan proyek tersebut,” tambahnya.

Ia menyebutkan, bahwa Dinas Pekerjaan Umum dapat memberikan penertiban terhadap konsultan yang tidak mematuhi aturan tersebut dengan tidak memasang papan nama setiap melakukan pekerjaan proyek.

“Selain itu dengan papan nama yang dipasang menjadi jelas bahwa pengerjaan proyek yang didanai dari anggaran daerah atau dari pusat misalnya dan masyarakat juga dapat melihat dengan jelas bahwa ada keterbukaan setiap melakukan
pembangunan,” terangnya.
