Warga mengaku tidak pernah dilibatkan Proses penentuan kegiatan CSR (Corparate Social Responsibility) PT KEI (Kangean Energy Indonesia) di Kecamatan Raas, Madura, Jawa Timur. Hal ini terus menjadi bola liar. Sebab, penentuan kegiatan dana sosial itu disinyalir tidak dilakukan lewat aspirasi masyarakat.
Hal ini disampaikan salah satu warga Kecamatan Raas, Subhan Noer, mengaku tidak pernah dilibatkan dalam musyawarah ditingkat dusun maupun desa untuk mengusulkan kegiatan CSR dimaksud. Namun, moro-moro sudah beredar sejumlah kegiatan pengadaan barang dan jasa, termasuk infrastruktur.
“Kami (warga) tidak pernah diajak untuk berembug menentukan kegiatan CSR itu. Seperti musyawarah, baik formal maupun informal, ” katanya kepada media ini melalui sambungan telepon selulernya, Selasa, (4/9/2018)
Menurut Subhan, dari beberapa desa yang didatangi, mengaku tidak pernah ada pelibatan warga dalam menentukan kegiatan CSR ini. Padahal, ini berkaitan dengan kebutuhan masyarakat. “Yang tahu kebutuhan kita kan sebagai warga, ”ucapnya.
Dia menyampaikan, program CSR itu kemudian ditentukan dikecamatan oleh camat, Kades dan Tokoh Masyarakat. Tentu hal itu bukan dilalui melalui proses aspirasi. “Pada gilirannya hasilnya sepihak. Kemudian dibawa ke Surabaya untuk disepakati, ” ungkapnya.
Kendati demikian, pihaknya tetap menyayangkan ploting CSR itu. Sebab, pihaknya masih memerlukan listrik, bukan infrastruktur atau yang lainnya.
“Listrik tetap menjadi perioritas kebutuhan kami yang diinginkan sejak lama, ” harapnya.
Hal yang sama diungkapkan Fauzi, warga Ketupat. Pihaknya mengaku tidak pernah ada musyawarah untuk pengusulan CSR ini. Biasanya langsung kades, kecamatan. “Kalau untuk usulan CSR, warga tidak pernah dilibatkan,” ucapnya.
Camat Raas Darussalam menampik jika dianggap tidak melibatkan warga dalam penentuan CSR itu. Semuanya dilakukan sesuai dengan Aspirasi masyarakat. “Tentu sesuai dengan prosedur mas. Sudah ada Musdes terkait CSR ini, ” katanya.
Sebelum ditentukan, aspirasi masyarakat sudah dilakukan. Namun, bisa jadi ada pihak yang tidak senang, sehingga membuat wacana ini. “Yang tidak puas, dengan hasil ini sudah diarahkan ke kabupaten. Kalaun listrik sudah digarap PLN, ” ucapnya terburu-buru karena sedang ada kegiatan.
Sementara itu, Kabag ESDA Setkab Sumenep Abd. Kahir menjelaskan, penentuan CSR itu sudah sesuai aspirasi masyarakat, Buttom Up. Kemudian dimusyawarahkan dikecamatan aspirasi dari mewah. “KEI biasanya juga tidak formal, aspirasi itu dilakukan secara door to door langsung kepada warga, ” katanya.
Soal peralihan kegiatan dari kelistrikan?, Kahir mengungkapkan, untuk soal kelistrikan sudah dihandel oleh PLN. Dan, jaringan yang sudah dibangun lewat CSR akan dihibahkan ke pemkab. “Yang 7 desa itu akan dihandel oleh PLN. Itu menghindari tumpang tindih, ” ujarnya.
