Kepala Dinas Ketahanan Pangan da Peternakan Kabupaten Sumenep, Jawa Timur, dinilai main – main dalam menjalankan tugas. Buktinya, sampai sekarang serapan anggaran masih 4 persen.
Hal itu disampaikan DPD Lumbung Informasi Rakyat ( Lira) Sumenep, sangat menyayangkann kepada Dinas Peternakan, sampai saat ini belum bisa menyalurkan dana DBHCHT hanya dengan alasan waktu mepet.
“Saya kira alasan waktu mepet kepala dinas kurang etis, karena deadlene kan satu tahun itu sangat panjang dan sangat cukup dalam mencairkan program hibah,” kata Haryono Bipati Lira , jum’at 11/08/2017.
Ia menuding Kepala Dinas main – main dalam menjalankan tugas. Sehingga sampai keteteran dan belum terserap, padahal masyarakat sangat mengharap dengan program kreatif dari dinas peternakan.

Kepala Dinas Ketahanan Pangan dan Peternakan Sumenep Edi Sutrisno menyampaikan, bahwa program hibah DBHCHT tahun 2017 ditunda, disebabkan karena terkendala waktunya sudah mepet. Maka akan dianggarkan lagi pada tahun 2018.
“Saya tidak bisa mencairkan tahun ini, waktunya sudah mepet, akan menganggarkan lagi tahun berikutnya,” katanya Jum’at 11/08/2017.
Dengan demikian, anggaran tahun 2017 Dis Ketapang dan Peternakan, Sumenep, dapat anggaran sebesar 8 miliyar tahun 2017 yang dibagi 70 persen dana hibah DBHCHT dan 30 persen untuk program yang lain termasuk operasional.
“Sampai saat ini anggaran masih terserap sedikit, hanya 4 persen. Dan yang paling besar adalah dana hibah DBHCHT 70 persen, Program hibah ini sangat rentan dengan persoalan,” tandasnya.
