Soal kabar akan dikeluarkannya rekomendasi Pembubaran Dewan Pendidikan Kabupaten Sumenep (DPKS) oleh Komisi IV DPRD Sumenep, Madura, Jawa Timur menjadi bola liar.

Pasalnya, yang beredar, setelah Komisi IV melakukan kajian terhadap Peraturan Pemerintah Nomr 57 tahun 202 tentang Standar Nasional Pendidikan.

Informasinya lontaran itu atas dasar itu dari Abu Hasan dengan Siti Hosna sebagai Wakil Ketua Komisi IV DPRD Sumenep menyatakan akan mengeluarkan surat rekomendasi pembubaran DPKS.

Kebijakan tersebut disampaikan setelah menerima audiensi LBH FORpKOT bahwa Dalam PP Nomor 57 Tahun 2021 Standar Nasional Pendidikan dinilai menganulir keseluruhan pasal PP Nomor 17 Tahun 2010. Sehingga keberadaan DPKS dianggap tidak memiliki payung hukum.

Namun Hal itu ditepis oleh mantan Plt. Kadisdik Sumenep, Moh Iksan bahwa wacana wacana pembubaran DPKS oleh Komisi IV karena gagal memahami regulasi, bahkan menilai terlalu arogan.

“Itu terlalu arogan, karena tak paham terhadap Peraturan Pemerintah (PP) Nomor 57 tahun 2021,” kata Iksan saat di ruang loby kantor DPRD.

Sebab, lanjut Iksan yang saat ini menjabat Kepala Disbudporapar ini, perbedaan pemahaman Komisi IV itu, menurutnya memang PP nomor 17 tahun 2010 tidak semuanya dicabut.

“Yang dicabut sebagian, khusus masalah ujian akhir sekolah,” tegasnya.

Sehingga, pihaknya menyatakan perihal keberadaan Dewan Pendidikan, masih tetap mengacu pada pasal 192 yang berlaku untuk penyelenggaraan dan pelaksanaan serta seleksi Dewan Pendidikan Kabupaten.

Sementara Sekretaris Komisi IV DPRD Sumenep, Abu Hasan membantah atas statement sebagaimana yang ramai diberitakan belakangan ini.

Politi PKB itu mengaku tidak akan membubarkan DPKS. Sebab langkah itu diakuinya melabrak PP Nomor 57 Tahun 2021.

“Bukan pembubaran, kami (komisi IV) akan rekomendasikan pembatalan hasil rekrutmen DPKS periode 2021-2025,” jawabnya saat ditanya soal wacana pembubaran DPKS, Rabu (19/1/2022).

Abu Hasan mengakui bahwa pernyataan sebelumnya hanya menyetujui wacana pembubaran DPKS yang disampaikan LBH FORpKOT. Namun Setelah melakukan analisa terhadap regulasi yang ada, yang dianulir ternyata hanya sebagian, di antaranya UASBN, bukan DPKS.

Abu berkesimpulan jika LBH yang melakukan audiensi memahami diberlakukannya PP 57 Tahun 2021 menganulir PP 17 Tahun 2010. Sehingga opini yang dibangun, maka keberadaan DPKS itu meyalahi atauran. Namun, fakya yang sebenarnya lahirnya DPKS juga memiliki payung hukum lain.

Dengan begitu kata dia, keberadaan DPKS tidak menyalahu aturan.

“Yang benar itu, PP Nomor 17 Tahun 2010 yang dianulir dalam PP Nomor 57 Tahun 2021 itu masalah UASBN,” imbuhnya.

Apakah sebelumnya salah statemen? “Yang salah ya, silakan sampean nilai sendiri,” dalihnya.

Abu Hasan mengaku dirinya hanya mendengarkan suara konstituen. Namun anehnya malah menyetujui dan berstatement di media akan mengeluarkan surat rekomendasi pembubaran DPKS.

“Konstituen saya menganggap itu sudah kadaluarsa, ya saya iyakan. Tapi karena ini lembaga, tidak cukup hanya saya untuk menerima dan menanggapi apa yang konstituen sampaikan, kita rapatkan internal hasilnya berkeputusan membatalkan hasil rekrutmen DPKS,” jawabya usai melakukan dengar pendapat dengan Dinas Pendidikan, Pansel, dan Bagian Hukum Pemkab Sumenep, Rabu siang (19/1/2022) kemarin.
