Namun, lambannya para Kepala Desa (Kades) dalam menyelesaikan SPJ tersebut terkesan tidak ada sikap tegas yang bisa diambil Badan Pemberdayaan Masyarakat Perempuan Dan Keluarga Berencana (BPMPKB) Sumenep, Madura, Jawa Timur.
Kepala BPMPKB Sumenep, Ahmad Masuni mengatakan, untuk sementer pertama SPJ sudah terlambat disetor, harusnya akhir Juli 2016 sudah rampung.
“Saat ini baru 160 Kades yang sudah menyerahkan SPJ dari 330 Desa se Kabupaten Sumenep,” katanya, Jumat (7/10/2016).
Pihaknya mengkhawatirkan, molornya para kades untuk menyelesaikan SPJ akan berdampak pada pencairan DD dan ADD tahap kedua.
“Kami khawatir tidak diterima oleh Menteri Keuangan RI dan tidak bisa dicairkan untuk semester kedua karena molornya penyelesaian SPJ,” terangnya kepada mediamadura.com.
Kendati demikian, Masuni mengaku tidak bisa mengambil tindakan tegas terkait lambannya penyelesaian SPJ tersebut. “Belum ada regulasinya mas, ya kami tidak bisa mengambil langkah apapun,” sambungnya.
Secara aturan, harusnya akhir bulan Juli SPJ realisasi DD dan ADD tahun anggaran 2016 sudah rampung, karena pada bulan Agustus sudah masuk pencairan tahap kedua.
“Para Kades masih terkendala minimnya SDM dalam pembuatan SPJ, sehingga mereka kerap kali kerepotan,” kilahnya.
Bahkan, berdasarkan data yang ada di BPMPKB setempat, rata-rata desa yang belum menyelesaikan SPJ berasal dari wilayah kepulauan. “Dari data, rata-rata kades kepulauan yang belum menyetorkan SPJ,” tukasnya.(asm/hy)
