SUMENEP, (TransMadura.com) –
Dana bergulir simpan pinjam Eks PNPM Kelompok Wanita di Kecamatan Batuan, Sumenep Madura, Jawa Timur, mulai menjadi sorotan. Pasalnya, Dana Miliaran rupiah yang dikelola Unit Pengelola Kegiatan (UPK) Kecamatan, simpan pinjam tanggung renteng kelompok wanita, diduga disalah gunakan.

Kabarnya, dana eks PNPM yang dikelola UPK di Kecamatan Batuan “sebesar kurang lebih Rp 3 miliar disinyalir dipergunakan tidak sebagai mana mestinya seharusnya dipinjamkan ke Kelompok, melainkan dikelola UPK dijadikan usaha Toko UPK SMART atau Swalayan oleh oknum.

Padahal, seharusnya uang tersebut adalah hak kelompok bersifat tanggung renteng disimpan di Rekening kelompok Wanita setiap tahunnya.

Hal itu dibenarkan Muzanni Kepala Desa Torbang, bahwa sejak tahun 2021 dana simpan pinjam bergulir Eks PNPM tidak lagi jadi simpan pinjam. Melainkan dikelola UPK dijadikan Usaha Toko UPK Smart.

“Ya benar, uang itu dijadikan Usaha UPK bukan lagi dijadikan Simpan Pinjam Kelompok Wanita,” katanya.

Padahal, dana tersebut adalah hak kelompok wanita, menurut Muzanni, ada uang tanggung renteng yang diambil setiap terakhir setelah cicilan lunas dan dimasukkan ke Rekening Kelompok.

“”Cicilan terakhir biasanya itu di masukkan ke rekening kelompok yakni uang tanggung renteng nya. Ini kok bisa dikelola atas nama UPK, sudah salah,” ungkapnya.

Namun, pihaknya mengaku, jika sebelumnya uang tanggung renteng itu, sebelumnya berjalan dari tahun 2014 dana SP PNPM sebelum dijadikan UPK, uang tanggung renteng setiap tahunnya dibagikan ke Anggota kelompok.

“2021 berubah yang seharusnya setiap tahun uang simpanan tanggung renteng masuk ke rekening, akan tetapi di buat usaha oleh UPK usaha toko UPK Mart atau Swalayan,” jelasnya.

Sehingga, Kades Torbang ini menyampaikan, UPK Mart ini seharusnya milik dari kelompok se kecamatan Batuan, sebab uang tersebut adalah uang hak kelompok di kembalikan ke UPK menjadi satu.

“Kalau itu adalah uang tanggung renteng kelompok, pengelolaan keuntungan harusnya lebih besar kepada kelompok,” ucapnya.

Akan tetapi, selama ini tidak ada kejelasan rincian pertanggungjawaban UPK belum mengetahui secara riil.
“Kalau perjanjian UPK dengan kelompok sistim pengelolaan uang tanggung renteng itu, kelompok belum tau seperti apa, mungkin hanya sebagian menyetujui dan kesepakatan perjanjian juga belum tau perubahan regulasinya uang, lalu ini malah atas nama UPK, bukan kelompok,” jelas Muzen

Namun, yang menjadi pertanyaan, Muzani mempertanyakan status bangunan dan lahan toko UPK Smart yang di atasnamakan UPK, padahal itu uang kelompok.

“Kenapa Toko Mart ini didaulat sebagai prodak dari UPK. “Itu tidak bisa, bukan prodak UPK tapi harusnya itu prodak kelompok, secara aturan salah,” tegasnya.

Kalau uang itu adalah uang kelompok, Muzani dengan tegas menyampaikan, toko UPK Mart ini secara prosedur, ada perjanjian dengan dengan kelompok sewa bangunan kepada UPK. “harusnya Bangunan dan lahan milik UPK yang disewa kelompok, karena uang itu uang kelompok,” tegasnya.

Bahkan, Kabarnya lahan bangunan UPK Smart tersebut atas nama pribadi yang memakai uang Kelompok itu, karena BPKAD ini dengan alasan belum berbadan hukum. “katanya tidak bisa diatasnaman lembaga yang tidak berbadan hukum, secara administratif kepemerintahan tidak bisa pribadi,” ujarnya.

Namun anehnya, modal UPK Mart itu hanya memakan dana sekitar Rp 200 sampai Rp 400 juta. “Kalau modal toko UPK Mart itu hanya segitu, berarti uang tanggung renteng tidak dipakek semua selama satu tahun, karena dalam satu tahun uang tanggung renteng yang digulirkan 3 miliar .

“Yang ini dikelola oknum UPK dipencataan bendahara tidak ada catatan tanggung renteng, harusnya ada perjanjian baru.
