“Ada “jatah” anggota dewan lewat pokir itu. masing-masing anggota dewan mendapatkan dana Rp 2 miliar,” katanya didepan para peserta.
Pihkanya mengaku, di dalam APBD atau program tersebut, tidak ada bedanya dengan kegiatan lainnya. Sehingga program tersebut sama. “Tidak ada bedanya dengan kegiatan lain, itu sama,” ngakunya.
Menurutnya, anggaran untuk pokir di tahun 2022 nantinya, pihkanya mengaku sebesar Rp 117 miliar. “Jadi, ada kenaikan dibandingkan dengan tahun sebelumnya sekitar 117 miliar,” ucapnya.
Sementara sisi lain program Pokir yang melekat di OPD (Organisasi Perangkat Daerah) dituding tak memiliki cantolan yuridis. Sebab selama ini program tersebut disinyalir identik “milik” anggota DPRD.
Praktisi Hukum, Rausi Samorano, SH menuding, anggota legislator itu tidak bisa mendapatkan “jatah” kue yang terploting langsung. “Kalau anggaran pokir dianggap jatah dewan, saya tidak menemukan aturannya,” ungkapnya saat mengisi FGD yang digelar Amos.
Sehingga, menurut mantan wartawan ini, Para wakil rakyat hanya sebatas pengusul kegiatan dari hasil reses atau serap aspirasi yang digelar selama tiga kali dalam setahun. Itu sebagaimana amanah Peraturan Menteri Dalam Negeri (Permendagri).
“Cantolan hukumnya dimana kami tidak mendapatkan. Silahkan beritahu jika soal penjatahan apalagi dibagi kue nominalnya secara pasti. Tolong beritahu saya aturannya,” ucapnya bertanya.
Sebab, sambung dia, anggota dewan itu hanya sebagai menerima usulan masyarakat dan mengusulkan menjadi kegiatan. Namun kegiatan dalam APBD itu bisa dilakukan melalui Musrembang dan juga reses termasuk usulan OPD.
“Nah, setelah menjadi kegiatan APBD bukan lantas menjadi jatah punya anggota dewan. Jadi, jelas itu tidak sesuai denga aturan. Kok ada jatah APBD. Jadi saya mau tahu aturannya,” ucapnya.
Sementara Ketua Fraksi PKB M. Muhri menjelaskan, jika program pokir memiliki cantolan hukum yang jelas. Apalagi, itu bagian dari upaya untuk mengakomodir usulan yang ada di dapilnya (daerah pemilihannya). “Kalau soal transaksi saya tidak pernah mendengar, karena saya orang baru di dewan,” ungkapnya.
Ketua Fraksi Gerindra Jubriyanto mengatakan program pokir adalah usulan yang dihadirkan lewat aspirasi masyarakat. Dan, itu juga membantu dalam proses membangun Sumenep. “Dalam penentuannya tentu saja disesuaikan dengan kekuatan APBD,” paparnya.
Sementara pada kesempatan FGD yang di gelar Amos itu, Hadir sebagai pemateri, yakni Fraksi PKB M. Muhri, Fraksi Gerindra Jubriyanto, Kepala Bappeda Yayak Nurwahyudi, Inspektorat Azis Munandar dan Pengamat Hukum Rausi Samorano.
