SUMENEP, (TransMadura.com) – Panitia Pengawas Pemilihan Kecamatan Batuan, Sumenep, Madura, Jawa Timur menemukan sejumlah pelanggaran dalam pelaksanaan pendidikan dan penelitian pemilih (Coklit) untuk Pemilihan Bupati dan Wakil Bupati Sumenep 2020.
Hal itu dikatakan oleh Ketua Panwascam Batuan Latiful Vikri. Menurutnya, dugaan pelanggaran tersebut ditemukan saat dilakukan pemantauan ke sejumlah penduduk disetiap desa yang ada di Kecamatan Batuan.
“Hasil pengawasan yang kami lakukan hampir semua desa ditemukan adanya indikasi pelanggaran pada tahapan coklit pilkada 2020, baik itu dugaan pelanggaran administratif maupun kelalaian yang terkesan disengaja,” katanya.
Metode pengawasan yang dilakukan kata dia, memakai metode sampling. Komisioner Panwascam Batuan mendatangi rumah penduduk disetiap tempat pemungutan suara (TPS) dimasing-masing desa.
Hasil pengawasan yang dilakukan sejak 25-30 Juli 2020 ini banyak menemukan dugaan pelanggaran, semisal pada form A.A.2 KWK dan form A.A.1-KWK banyak yang tidak ditulis tanggal pelaksanaan coklit, nama pemilih, tidak ada tandatangan petugas pemutakhiran data pemilih (PPDD) dan kepala keluaraga, bahkan terdapat jumlah keluarga dengan jumlah pemilih yang sudah dicoklit tidak sesuai.
“Anehnya pelanggaran itu kami temukan di rumah ketua PPS Desa Gunggung, dimana dalam form A.A.1-KWK tidak tertulis tanggal pelaksanaan pencoklitan. Sehingga coklit yang dilakukan oleh PPDP terkesan asal asalan,” jelasnya.
Kesalahan tersebut Vikri menduga,
bukan karena human error, melainkan kesalahan instansi diatasnya saat melakukan rekrutmen. Sebab, dilihat dari jenjang pendidikan warga Kecamatan Batuan sangat bagus, banyak warga yang sudah sarjana. “Kami tidak ingin kedepan kesalahan ini terulang kembali,” jelasnya.
Senada dikatakan oleh Ahmad Salim. Pria yang menjabat sebagai Divisi Pengawasan dan Hubungan Antar Lembaga (PHL) juga menemukan indikasi kesalahan yang cukup fatal. Yakni, PPDP saat menjalankan tugas diwakilkan kepada orang lain.
“Itu terjadi di TPS 3 Desa Gedungan, PPDP mewakilkan kepada ayahnya sendiri yang merupakan staff kesekretariatan. Meski sesama penyelenggara itu jelas menyalahi SOP, jika memang PPDP mempunyai kesibukan atau berhalangan tetap, ya tolong selesaikan sesuai mekanisme yang diatur, bukan asal diwakilkan,” katanya.
Atas dugaan pelanggaran tersebut kata dia Panwascam Batuan mengeluarkan surat romendasi kepada PPK Bantuan untuk dilakukan perbaikan dan pelaksanaan ciklit ulang.
“Setelah kami melakukan kajian ada dugaan kuat itu merupakan pelanggaran. Makanya kami langsung berkirim surat secara kelembagaan. Sehingga apa yang menjadi temuan kami untuk segera ditindaklanjuti,” jelasnya.
Sementara itu Ketua PPK Batuan Ruka’iya membenarkan saat ini telah menerima surat dari Panwascam Batuan, dan akan dilakukan kajian yang dilanjutkan klarifikasi kepada PPS dan PPDP. Sebab, surat yang dilayangkan itu berisikan tentang pelaksanaan coklit. “Baru diterima tadi jam 9 (pukul 21),” katanya saat dikonfirmasi melalui sambungan teleponnya.
Menurutnya PPK memiliki tenggang waktu selama 3×24 jam untuk memproses sesuai surat tersebut. Rapat ditingkat PPK kata dia sudah dilakukan tinggal klarifikasi kepada PPS dan PPDP.
Ditanya adanya dugaan PPDP yang diwakili, pihaknya belum bisa memberikan keterangan pasti sebelum dilakukan klarifikasi, baik kepada PPS, PPDP maupun kepada yang mewakili.
“Apalagi kabarnya yang mewakili itu staff, kan kadang PPS sama Staf juga mendampingi kinerja PPDP, khawatirnya begitu. Kami belum klarifikasi. Apalagi saat ini sudah malam lebaran, mungkin besok sudah diklarifikasi,” ungkap dia.
