Muatan Kapal Motor Penumpang (KMP) Dharma Bahari Sumekar (DBS) 1 jurusan kangean-kalianget yang sempat miring nyaris “tenggelam” akibat dugaan over loud pada sabtu, (17/8/2019) kemarin di perairan Guan Gua terus bergulir.
Fathorrofik, Ketua DPC Nasdem Kangean, mengatakan, bantahan pihak syahbandar bahwa muatan lapal DBS 1 kemarin bukan over loud, itu sebab angin kencang hanya alasan saja. “Pernyataan itu hanya menutupi dan tidak sesuai fakta,” katanya, minggu, (18/8/2019).
Padahal, kata Fathor, sesuai foto yang didapat situasi penumpang dikapal KMP DHARMA BAHARI SUMEKAR 1, pihak kapal membiarkan lonjakan penumpang yang sangat membludak tanpa ada rasa kasih sayang kepada jiwa manusia.
“Hal ini malah dibiarkan oleh pihak shyahbandar kangean, padahal mereka (syahbandar) mempunyai hak yang besar dalam rangka memberikan izin berlayar, itu berarti, pihak kapal dan syahbandar hanya lebih memikirkan uang dari pada jiwa manusia,” ungkapnya.
Fathor menegaskan, saat KMP DBS 1 mulai berangkat, kapal mulai agak miring kesebelah kiri, warga yang berada dipelabuhan juga sempat panik namun kapal tetap malaju tanpa memikirkan konsekwensinya.
“Saya berharap ada sangsi terhadap kapten kapal dan kepala syahbandar karena ini masalah jiwa manusia, bukan hewan,” tegasnya.
Penanggungjawab Syahbandar Kangean, Iskandar mengatakan,
terjadinya melebihi kapasitas penumpang kapal, pelabuhan lumpuh yang diakibatkan pembongkaran muat barang buah milon dari kalianget dan akhirnya keberangkatan kapal molor yang biasanya berngkat jam 9:00 wib biasanya kapal lepas.
“Itu Sebab keterlambatan bongkar barang keberangkatan molor hingga penumpang tambah banyak. Saya kewalahan kan seorang diri disini, sehingga penumpang melonjak mencapai 340 orang,” jelasnya minggu, (18/8/2019) saat dikonfirmasi melalui telpon selulernya.
Sehingga, kata dia, Langsung melakukan briefing bagian tiket sumekar dilaporkan hingga 320 orang dan muatan barang bagasi 3 ton. “Sehingga kapal berangkat,” ucapanya.
Sebelumnya, Kepala Syahbandar Kangean, Nanang membantah, bahwa kapal itu bukan over loud, tapi hanya ada salah satu penumpang yang penakut langsung ,mengambil baju pelampung atau lif jaket, sebab terpicu kepanikan penumpang akhirnya yang lain ikut panik juga ikutan mengambil baju pelampung.
”Kehebohan terjadi dikapal DBS I karena salah satu penumpang mengambil baju pelampung sehingga penumpang lain ikut ikutan berebut mengambil baju pelampung, penumpang menumpuk dipinggir kapal, kapal jadi miring,” terangnya.
Kapal DBS 1 jurusan Kangean- Kalianget Sumenep, Madura, Jawa Timur, saat berlayar menuju pelabuhan kalianget sempat sandar do Desa Gua Gua, untuk antisipasi angin kencang. sebab saat itu posisi kapal dalam keadaan miring.
