Selama dua tahun bantuan Hibah di Dinas Dinas Ketahanan Pangan dan Peternakan Kabupaten Sumenep, Madura, Jawa Timur tidak direalisasikan terus mendapat sorotan negatif dari semua kalangan, salah satunya anggota DPRD Sumenep.
Hal itu terus mendorong penerima untuk mencari jalan agar bantuan tersebut segera dicairkan. Sebab, tidak terealisasinya bantuan miliaran itu menyebabkan penerima mengalami kerugian.
“Persilahkan (tempuh jalur hukum), jika penerima merasa dirugikan,” kata Wakil Ketua Komisi II DPRD Sumenep Badrul Aini
Dia mencontohkan, calon penerima bantuan hibah berupa sapi, dan telah membuat kandang. Namun, karena selama satu tahun bantuan sapi tidak kunjung datang, dan ada yang dirugikan.
“kandangnya rusak, sehingga otomatis calon penerima merasa dirugikan.Silahkan menempuh jalur apapun, semoga menjadi kontrol bagi Dinas, dan bisa merealisasikan kepada bantuan pada penerima. Karena legalitas bantuan sudah jelas karena Bansos itu sudah dilegalisasi di kantor (DPRD) ini,” tegasnya.
Sejak awal, lanjut pria yang akrab disapa Badrul itu, Komisi II telah berupaya semaksimal mungkin. Termasuk membawa calon penerima ke Dinas Ketahanan Pangan dan Peternakan. Namun, Kepala Dinas tidak ada. Sehingga calon penerima terpaksa dihadapkan langsung kepada Bupati Sumenep. Namun, upaya tersebut tidak membuahkan hasil.
“Anggaran tetap tidak terealisasi dengan alasan yang kurang jelas, meski sempat dibahas di Sidang Paripurna dan Panitia Khusus (Pansus). Kami juga telah membuat SKTJM, tujuannya agar anggaran itu terserap, namun sampai akhir tahun tidak terserap lagi,” tegasnya.
Anehnya, kata dia, anggaran untuk perjalanan dinas dan ATK selama dua tahun terserap semua. Sementara anggaran yang bersentuhan pada masyarakat dibekukan.
Kami harap pemerintah segera mengeluarkan kebijakan, agar anggaran terserap.”Kami khawatir tahun 2019 anggaran tidak terserap lagi karena kepala Dinasnya tetap,” katanya.
Informasinya, tahun 2017 sekitar Rp 5,3 miliar anggaran hibah yang tidak terserap. Kemudian anggaran tersebut kembali dianggarkan pada tahun 2018 sebesar Rp 4,5 miliar.
Hanya saja anggaran tersebut kembali tidak terserap. Hingga akhir tahun anggaran 2018, serapan anggaran di Dinas Ketahanan Pangan dan Peternakan hanya sekitar 4 persen lebih. Kondisi itu terkecil dibandingkan serapan di organisasi perangkat daerah (OPD) lainnya.
Sementara Kepala Dinas Ketahanan Pangan dan Peternakan Sumenep, Edi Sutrisno tidak bisa dikonfirmasi. Saat dihubungi melalui sambungan telepon selulernya tidak merespon meski nada sambungnya terdengar aktif. (Asm/Red)
