Pembangunan Gedung Kantor Dewan Perwakilan Rakyat Daerah (DPRD) Sumenep, menejemen konstruksi (MK) anggaran mencapai Rp 2,6 miliar bersumber dari APBD 2018.

Sekretaris Dewan (Sekwan) Sumenep, Madura, Jawa Timur, Moh. Mulki mengatakan, Anggaran APBD 2018 untuk MK Rp 500 juta. ” anggaran MK 500 juta dan Rp 2 kona sekian untun perencanaan,” katanya.

Hal itu menurutnya, Sesuai Peraturan Presiden (Perpres) Nomor 70 Tahun 2012 tentang Perubahan Kedua Atas Perpres Nomor 54 Tahun 2010 tentang pengadaan Barang/Jasa Pemerintah, setiap anggaran diatas Rp200 juta harus dilelang.

“Mulai Januari ini proses lelang akan dilakukan,” jelasnya.

Mulki memaparkan, perencanaan dan MK tahun ini harus selesai. Jika tidak, akan mempengaruhi pada rencana pembangunan fisik yang ditargetkan dimulai 2019 mendatang. “Memang harus selesai (MK dan Perencanaan) tahun ini. Jika tidak, pembangunan fisik tidak bisa dilakukan,” jelasnya.

Sesuai hasil kajian yang dilakukan Institut Teknologi Sepuluh November (ITS) Surabaya yang menyebutkan jika gedung dewan saat ini sudah tidak layak di tempati. Perencanaan pembangunan gedung DPRD yang baru disuarakan mulai tahun 2014. Sementara pembangunan kantor wakil rakyat itu diperkirakan membutuhkan anggaran Rp67 miliar.

Tahun 2015 Pemerintah Daerah telah melakukan pembebasan lahan sekitar 1 hektar di Gedungan, Kecamatan Batuan, sebagai lokasi pembangunan gedung baru. Anggarannya sekitar Rp1 miliar. Kemudian tahun 2017 telah menyelesaikan proses perizinannya. Seperti pembuatan Upaya Pengelolaan Lingkungan Hidup dan Upaya Pemantauan Lingkungan Hidup (UKL-UPL), gambar kontruksi, dan Analisis dampak lalu lintas (Amdalalin). Anggaran yang terserap sekitar Rp50 juta.

“Kalau MK dan Perencanaan selesai, 2019 dan 2020 nanti beralih ke fisik,” tegasnya. (Asm).
