PT KEI Migas Abaikan UU Menteri ESDM, Aktivis Sumenep Pertanyakan 10 Persen PI

SUMENEP, (Transmadura.com) – Adanya Perusahaan Minyak dan Gas Bumi (Migas) PT  Kangean Energy Indonesia (KEI) tak berdampak pada PAD Kabupaten Sumenep, Madura, Jawa Timur.

Buktinya, PT KEI yang sudah melakukan eksploitasi minyak dan gas bumi di kepulauan kota keris, sampai detik ini belum mengalihkan kewajiban PI (Participating Interest) sebesar 10 persen kepada Pemda.

Hal itu disampaikan Ketua Aliansi Sumenep Bangkit (ASB) Sumenep, Bagus Junaidi, bahwa selama ini PT  KEI telah membangkang terhadap Permen (peraturan menteri) ESDM.

“Ini sudah membangkang terhadap Permen ESDM yang tidak memenuhi kewajiban membayar PI 10 persen kepada pemerintah daerah,” katanya.

Padahal, menurut Bagus, peraturan menteri ESDM sudah jelas sesuai nomor 37 tahun 2016 pasal 9 yang berpandangan harus sesuai dengan permen ESDM nomor 37/2016 pasal 12

“Sampai saat ini sejak tahun 2018 belum mengalihkan PI 10 persen yang sudah di amanatkan UU migas belum dilakukan, hanya kesan PHP terhadap pemerintah daerah,” ungkapnya.

Pihaknya meminta agar PT  KEI (Persero) segera merealisasi kewajiban dan hak pemerintah kabupaten Sumenep 10 persen Participating Interest (PI) memberikan sosial ekonomi.

Dengan tegas, dirinya mengancam atas nama masyarakat terdampak pengeboran minyak, kalau PT KEI tetap tidak merealisasikan PI yang menjadi hak daerah akan melakukan aksi besar besaran menutup akses menuju pengeboran minyak.

“Sejak 2018 sampai saat ini belum mengalihkan PI yang sudah di amanatkan UU migas. Kami atas nama masyarakat terdampak sekitar pengeboran minyak akan beraksi, kalau hanya ingin mengambil kekayaan minyak di Sumenep, tapi tidak memberikan dampak PAD dan sosial ekonomi, kan lebih baik tutup saja,” tegas Bagus Junaidi.

Sehingga, dirinya meminta Bupati Sumenep untuk memutus kontrak, sebab selama ini tidak memberikan kontribusi kepada daerah.

“Kami masyarakat tidak mau kekayaan alam kabupaten sumenep hanya dinikmati oleh orang luar, lebih baik segera angkat kaki dari daerah tercinta ini,” ungkapnya dengan kesal.

Terpisah, Komisaris Utama (Komut) Petrogas Jatim Sumekar (PJS) Bambang Supratman membenarkan, jika sampai saat ini PT KEI Perusaahan ekploitasi minyak dan gas belum mengalihkan PI kepada pemerintah daerah.

“Ya, kita sebagai komisaris tidak banyak komentar, sampai saat ini belum mengalihkan PI, yang diamanatkan undang undang kementerian ESDM,” jelasnya.

Bambang menjelaskan, dari hasil RUPS setelah dirinya menjabat dana Participating Interest 10 persen dari PT Kangean Energy Indonesia sampai sekarang masih nol persen.

“Tapi PDS bersama holding PJU sudah melakukan upaya upaya kepada SKK migas. Tapi sampai saat sekarang belum ada respon positif yang kapan akan mengalihkan 10 persen kepada pemerintah daerah,” tutupnya.
