Kabupaten Sumenep, Madura, Jawa Timur ada sembilan desa mendapatkan program Gubernur, yakni Jatim Puspa. Pasalnya, sembilan desa itu dapat bantuan tahun anggaran 2021 yang dikucurkan Pemprov Jatim sebesar Rp 2,5 juta per KPM.
Sedangkan dari 9 desa tersebut, jumlah Keluarga Penerima Mamfaat (KPM) dari 9 desa itu bervariasi, yaitu sebanyak 16 KPM, 26 KPM, 20 KPM. “terbanyak Desa Lenteng Barat, sebanyak 26 KPM,” kata Kepala Bidang Pemberdayaan Usaha Ekonomi Masyarakat DPMD, Sumenep, Tabrani, Selasa, (21/9/2021).
Menurutnya, pencairan itu sudah selesai dalam bentuk keuangan yang ditranfer ke rekening kas desa yang dibelanjakan oleh desa, yaitu sekretariat desa. “Karena ada sekretariatnya disitu, bantuan itu dalam geranuasi penerima mamfaat, geranuasi istilahnya keluarga yang keluar dari penerima mamfaat PKH itu,” ujarnya.
Namun, Tabrani menjelaskan jika batuan Jatim Puspa itu, diberikan bukan bentuk uang melainkan bentuk barang. “jadi yang belanja bukan kepala desa, tapi sekretariat desanya ada yang dibentuk kepanitian dan notabeni ada biaya operasionalnya juga,” ungkapnya.
Sehingga, pihaknya menyatakan DPMD hanya sebagai memfasilitasi, sedangkan data penerima mamfaat itu sudah ditentukan dari provinsi. “DPMD hanya memfasilitasi, namun daftar bisa berubah maksimal 30 persen karena meninggal KPMnya, dan tidak lagi mendaftar disalah satu desa alias sudah pindah,” jelasnya.
Selain itu, daftar KPM bisa berubah juga, menurut Tabrani, karena ekonominya sudah lebih bagus, apalagi sudah punya mobil. “kan tidak mungkin untuk mendapatkan bantuan tersebut,” ucapnya.
Dia melanjutkan, bahwa bantuan barang itu yang akan diberikan adalah sesuai permintaan KPM, Bisa Kulkas, alat dapur dan yang lainnya sesuai jumlah bantuan sebesar bantuan dan tidak membatasi. “semua sesuai permintaan KPM karena mereka yang bisa menentukan sendiri semisal berjualan sesuai kebutuhan sendiri,” ujarnya.
Namun saat ini, lanjut Tabrani masih ada belum melaksanakan, menurutnya karena belum ada yang cair seperti Desa Pasongsongan, Desa Nonggunong, Desa Kombeng, Desa Kalowang sudah cair tapi belum ada penyerahan. “Dalam Minggu ini insyaallah akan penyerahan,” tutupnya.
