Tim penyidik Polisi Daerah (Polda) Jawa Timur (Jatim), mendatangi lokasi proyek pembangunan Instalasi Jaringan Tegangan Menengah (JTM) + GT di Pulau Giliraja, Sumenep, Madura, Jawa Timur, pada awal Agustus 2020 lalu.
Pekerjaan proyek lanjutan senilai Rp 1,2 Miliar dengan leading sektor Dinas Pemberdayaan Masyarakat Desa (DPMD). Polda datang didampingi oleh Inspektorat dan DPMD Sumenep dengan tujuan melakukan investigasi.
Kabarnya, kedatangan Penyidik Polda Jatim, menindak lanjuti atas adanya laporan Lembaga Independen Pengawas Keuangan (LIPK) Sumenep dugaan penyimpangan yang mengakibatkan Korupsi.
Hal itu disampaikan Humas LIPK, Suhardi, bahwa tim penyidik Polda jatim datang ke lokasi proyek pembangunan Instalasi Jaringan Tegangan Menengah (JTM) + GT di Pulau Giliraja.
“Ya betul, Tim Penyidik Polda Jatim bersama pegawai Inspektorat dan dari DPMD telah melakukan investigasi ke lokasi di Giliraja pada awal bulan Agustus 2020 lalu,” kata Suhardi selaku pelapor.
Sebab, lanjut Suhardi, kasus tersebut menjadi atensi Polda Jatim, Sehingga, dalam penanganan kasus JTM tersebut masih nunggu antrian dari kasus yang lebih besar yang nilai kerugian negara mencapai ratusan milyar.
“Sekarang sedang menunggu hasil perhitungan kerugian negaranya dari BPKP, kasus tersebut sengaja tidak pernah kami ekspos ke media sebab menghindari konflik orang banyak”, paparnya.
Lebih lanjut, kata Suhardi, Polda Jatim sangat antosias menangani kasus tersebut, sebab, adanya unsur KKN dan monopoli yang mana di TA 2019 Dinas Pemberdayaan Masyarakat Desa, hampir 90 persen paket pekerjaan dikerjakan oleh satu pelaku usaha.
“Contohnya Proyek Pembangunan Instalasi Jaringan Tegangan Menengah (JTM) + GT Pulau Giliraja (Lanjutan) senilai 1,2 Milyar,” ungkapnya.
Sehingga, kata Suhardi, dari hasil investigasinya, disitu ditemukan adanya dugaan mark-up harga, yang menurut analisa kami HPS disusun dimana nilai keuntungannya ditambah biaya overhead hampir mencapai 60%. “Ini kan keterlaluan namanya”, ucapnya.
Pihaknya menegaskan, kasus Giliraja ini merupakan pintu masuk dan akan dikembangkan ke paket-paket pekerjaan lain di DPMD.
“Kasus ini akan menyeret banyak orang termasuk Pokja ke Hotel Prodeo, karena kurang cermat dalam melakukan evaluasi harga pasar”, ujarnya
Suhardi mengimbau, kepada semua pelaku kontraktor, jadilah pengusaha sukses tidak jadi penjahat sukses
“Kalaupun ada hubungan baik dengan penguasa atau pejabat jangan dijadikan kesempatan memonopoli pekerjaan, seberapa banyak kekayaan yang anda miliki dari hasil kejahatan akan membuat anak cucu kita tersiksa.
“Sebab, kita hidup di wilayah hukum harus taat pada aturan hukum dan hindari dari hal-hal yang menjerat kerana hukum”, pungkasnya
