Camat Gapura Dinilai “Kecolongan” Pengelolaan Kapal Tongkang Milik BUMDes Gersik Putih Tak “Setor” PADes

SUMENEP, (TransMadura.com) -Persoalan dugaan Kapal Tongkang yang kelola Badan Usaha Milik Desa (BUMDes) Gersik Putih, Kecamatan Gapura, Sumenep, Madura, Jawa Timur, terus menjadi blumder yang disinyalir tidak setor PADes (Pendapatan Asli Desa).

Bahkan, bagian tim fasilitasi APBDes, yakni camat Gapura dan sebagian pegawainya terkesan kecolongan untuk melakukan evaluasi terhadap pendapatan anggaran maupun belanja desa, agar yang disusun kredibel dan baik.

“Harusnya camat bisa melihat secara detail masalah PADes dari deviden BUMDes yang diperoleh dari tongkang itu,” kata Syaifiddin, aktifis LIPK kepada media ini.

Padahal, jelas Say, pendapatannya tongkang tersebut, menduga cukup besar. Sehingga, seharusnya camat mempertanyakan diproyeksi hingga miliaran, yang hanya masuk PADes Rp 29 juta.

“Ini kan perlu dipertanyakan. Atau mungkin kecolongan atas APBDes yang disusun Desa Gersik Putih ini,” ungkapnya.

Selain itu, jika diperlukan camat berhak meminta neraca keuangan dari BUMDes, maupun desa. Sehingga, akurasi laporannya bisa dipastikan valid.

“Neraca keuangan penting agar bisa diketahui tingkat akurasinya, sehingga bisa dipertanggungjawabkan,” tuturnya.

Kendati demikian, pihaknya berharap terhadap camat Gapura untuk lebih selektif pada APBDes 2021 yang berkaitan dengan PADes.

“Jadi, saya berharap tidak hanya sekadar formalitas, melainkan ditanyakan secara tertulis kepada desa. Kami minta ini diseriusi oleh camat,” harapnya.

Terpisah, Camat Gapura Abd. Kahir menjelaskan, pihaknya mengaku sudah melakukan fasilitasi dengan baik. Sebab, pihaknya hanya sebatas pembinaan saja, bukan pengawasan.

“Jadi, tugas kami hanya pembinaan. Dan, itu sudah kami lakukan kepada desa, termasuk Gersik Putih,” katanya melalui sambungan telepon.

Menurutnya, BUMDes Gersik Putih sudah menyetorkan deviden kepada desa, meski hanya sedikit. Sebab, hasil dari tongkang itu dilakukan untuk subsidi unit usaha lain yang merugi, seperti HIPPAM. “Jadi, laporan ke kita rugi. Lantaran harus memberikan subsidi kepada unit usaha lain,” ujarnya.

Laporan itu, terang dia, pihaknya sudah memanggil pihak BUMDes dan Desa. Bahkan, dari DPMD (Dinas Pemberdayaan Masyarakat dan Desa) juga ikut pertemuan itu. “Kami hanya terima laporan lisan bukan neraca tertulis. Mungkin hari Rabu kami akan turun ke Gersik Putih untuk melihat langsung,” tuturnya.

Masak tongkang rugi?, Mantan Kabag ESDA ini menuturkan, untuk tongkang tidak merugi, namun hasilnya juga untuk membiayai unit usaha lainnya.

“Untuk lebih jelasnya bisa langsung minta penjelasan kepada pihak Desa dan BUMDes. Yang jelas, kami tidak kecolongan, karena kami hanya pembinaan,” paparnya.

Sekadar diketahui, pengelolaan Kapal Tongkang oleh Badan Usaha Milik Desa (BUMDes) di Desa Gersik Putih, Kecamatan Gapura dilaporkan ke Inspektorat. Kapal yang dibuat pada 2017 lalu itu disinyalir tidak menyetorkan PADes. Padahal, kabarnya pendapatannya cukup besar.

Informasinya dari LIPK (Lembaga Independen Pengawas Keuangan), kapal usaha pengangkutan itu berkapasita 22 motor. Sementara tarifnya Rp 5 ribu per motor.
