Perbup Cakades no 18 Tahun 2019 di Pamekasan Cenderung Politis

PAMEKASAN, (TransMadura.com) – Peraturan Bupati (Perbup) Kabupaten Pamekasan nomor 18 tahun 2019 tentang petunjuk pelaksanaan pencalonan Kepala Desa (Kades) dinilai keterpihakan. Pasalnya, dalam pemilihan, pelantikan, dan pemberhentian kepala desa cenderung pro terhadap incoumbent.

Hal itu, tertuang dalam perbub tersebut ada poin-poin yang mengkerdilkan calon kades pendatang baru yang berniat mengabdikan dirinya untuk kepentingan umat dan bangsa.

“Saya menilai perbup no 18 tahun 2019 Huruf A no 1 dan 2 tersebut cenderung politis dan berpotensi besar mengkerdilkan para pendatang baru (calon kepala desa),” kata Ketua Aliansi Pemuda Peduli Rakyat (Alpart), Syauqi, Senin (25/06/2019).

Menurutnya, dalam perbup tersebut para pendatang baru jelas tidak mendapatkan poin, padahal mestinya mereka (pendatang baru) tersebut diberikan kesempatan dan perlakuan yang sama untuk ikut serta dalam pencalonan kepala desa di daerahnya masing-masing.

“Bagi saya, mereka yang incumbent tersebut tidak dapat menjadi jaminan bahwa mereka lebih pantas dan lebih baik daripada para bakal calon yang bersetatus sebagai pendatang baru,” ucap Syauqi.

Jadi, lanjut Syauqi, hal ini yang menjadi permasalahan bagi para calon kades pendatang baru dan menjadi persoalan bagi sebagian besar masyarakat pamekasan.

“Dari sekian masukan yang kami terima dari bawah bahwa rata-rata masyarakat menginginkan pemimpin baru di desanya, jadi jelas menurut kami perbup no 18 tahun 2019 ini sangat merugikan masyarakat dan berpotensi menimbulkan polemik di masyarakat,” tandasnya.

Perlu diketahui, perbup Pamekasan Nomor 18 tahun 2019 tentang petunjuk pelaksanaan pencalonan, pemilihan, pelantikan, dan pemberhentian kepala desa yang dinilai cenderung pro terhadap incumbent terdapat pada poin pertama dalam perbup yang ditandatangani Bupati Baddrut, yakni, A. Pengalaman bekerja di lembaga pemerintahan, 1. lembaga pemerintah desa (bpd dan pemerintah desa). a. 1 (satu) sampai dengan 5 (lima) tahun, memperoleh sekoring 20. b. 5 (lima) samapai 10 (sepuluh) tahun memperoleh sekor 40. c. Lebih dari 10 tahun sampai 15 tahun memperoleh skoring 60. d. Lebih dari 15 tahun sampai denga 20 tahun memperoleh skoring 80. e. Lebih dari 20 tahun memperoleh skoring 100.

Kemudian, nomor 2. Lembaga pemerintahan non pemerintah desa. a. Lima tahun sampai dengan 15 tahun memperoleh skoring 20. b. Lebih dari 15 tahun sampai dengan 25 tahun memperoleh skoring 40. c.

Lebih dari 25 tahun sampai dengan 35 tahun memperoleh skoring 60. d. Lebih dari 35 tahun sampai dengan 40 tahun memperoleh skoring 80. e. Lebih dari 40 tahun memperoleh skoring 100. (Bas/Red)
