SUMENEP, (TransMadura.com) – Penambangan Batu Fosfat yang diekploitasi terletak ditanah (Percaton) Desa Cabbiye, Kecamatan Talango, Sumenep, Madura, Jawa Timur, yang melalui proses dengan penutupan aktifitas oleh tim gabungan Satpol- PP setempat , pada selasa (4/12/2018).

Kabid Trantibum dan Linmas, Fajar Santoso memastikan, akan ada tindak lanjut dari Pemerintah Daerah (Pemda) terkait penutupan galian fosfat tersebut, karena ternyata yang dikeruk merupakan tanah kas desa (tanah pecaton).
“Nanti akan ada tindak lanjut dari Pemda untuk dipertanyakan, karena ada kekayaan alam yang dikeruk, ini merugikan negara, berapa tahun itu dilakukan seperti itu, dan ini tidak jelas,” tegasnya.
Menurutnya, tanah kas desa yang merupakan aset desa hanya bisa dikelola dan dimanfaatkan seutuhnya untuk kepentingan desa dan masyarakat setempat.
“Tanah pecaton itu, hak kepala desa untuk mengelola, bukan untuk dikeruk, atau di eksploitasi kemudian dijual, karena itu nanti akan habis, dan ini pun ada proses panjang untuk dijadikan tambang, prosesnya sangat rumit, tidak semudah itu Kepala Desa mengklaim tanah pecaton, kemudian langsung di eksploitasi,” tandasnya.
Sebagai tindak lanjut, pasca penutupan akan ditindak lanjuti instansi terkait untuk disikapi, termasuk pengelola galian akan dimintai pertanggungjawaban.
“Mungkin melalui instansi terkait dan dewan, di lapangan kita hanya mengeksekusi, karena sudah ada pelanggaran, tidak ada izinnya, utamanya pertimbagan kita adalah menanggulangi keresahan masyarakat,” tegas Fajar.
Kepala Dessa Cabbiya, Moh Alwi membenarkan bahwa galian fosfat dilakukan di lokasi tanah kas desa, diyakininya tidak akan ada persoalan, karena bukan milik warga.
“Iya, galian itu dilakukan di bekas gua, lokasinya itu di tanah pecaton,” jelasnya.
Bahkan, Alwi membenarkan jika Pemerintah Desa (Pemdes) setempat, memberikan izin untuk melakukan aktivitas tambang, dengan dalih hanya galian kecil.
“Meraka sudah minta izin ke saya dulu, dan tidak merugikan masyarakat, tidak membahayakan juga kan?,” dalihnya.
Disinggung mengenai kompensasi dari pelaku tambang yang diberikan kepada pihak desa, Alwi terang terangan mengakui menerima setoran, walau sekedarnya.
“Soal upah, ya sedapatnya saja, sekedar jatah rokok, ketimbang tidak ditanami apa apa, tanahnya kan bebatuan, ditanami jagung tidak bisa,” katanya dalam bahasa Madura. (Asm/Fero/Red)
