Kurangnya Pengawasan Istansi Terkait, Banyak Program Tumpang Tindih

SUMENEP, (TransMadura.com) –
Bantuan Pemerintah yang dikucurkan ke Desa berpotensi terjadi penyimpangan. Salah satunya adanya tumpang tindih pekerjaan.

Berdasarkan Informasi yang berhasil dihimpun media ini, sejak beberapa tahun lalu, terdapat beberapa jenis bantuan yang dikucurkan ke masing-masing desa, yakni program dana desa (DD), alokasi dana desa (ADD), bantuan keuangan desa (BKDesa) yang nilainya mencapai miliaran rupiah.

Selain itu juga, terkadang desa mendapatkan program jaring Masyarakat (Jasmas) yang diploting dari anggaran APBD baik tingkat I maupun APBD tingkat II serta APBN.

”Praksisnya kami sangat bersyukur keperdulian pemerintah untuk membangun desa cukup tinggi. Tapi kami tidak yakin program itu bisa berjalan sesuai yang diharapkan. Karena realisasinya dibawah nantinya bisa tumpang tindih,” kata Direktur Sumenep Independen, Syahrul Gunawan, Rabu, 28 Maret 2018.

Menurutnya, potensi terjadinya tumpang tindih anggaran sangat besar. Mengingat bantuan dari pemerintah yang dikucurkan sangat banyak. Kebanyakan program tersebut direalisasikan untuk pembangunan infrastruktur.

Dikatakan, salah satu faktor terjadinya tumpang tindih pekerjaan tersebut disebabkan karena kurangnya pengawasan yang dilakukan oleh instansi terkait.

”Apalagi pengawasan realisasi program yang bersifat bantuan kemasyarakatan (Jasmas) memang nyaris tidak ada. Sehingga adanya program itu nantinya bisa hanya dijadikan bancakan semata,” jelasnya.

Oleh sebab itu, pihaknya meminta eksekutif maupun legislatif untuk meningkatkan pengawasan kedepan. “Kami menginginkan peran wakil rakyat dimaksimalkan, utamanya dibidang pengawasan. Jangan sampai program yang tumpang tindih kedepan,” tegasnya.

Sementara itu Anggota Komisi III DPRD Sumenep Moh Ramsi mengatakan untuk pengawasan terhadap program pemerintah pasti dilakukan. Karena itu merupakan salah satu tugas sebagai wakil rakyat di gedung parlemen.

“Fungsi pengawasan pasti kami lakukan. Karena itu merupakan salah satu fungsi legislasi,” jelasnya.

Bahkan kedepan pihaknya akan turun ke lokasi program yang dibiayai negara. Selain akan terjun kepada masyarakat guna menyerap aspirasi dan keluh kesah masyarakat.

“Dari kebutuhan itu nanti kami akan usulkan untuk di programkan dalam APBD,” tegasnya.

Sementara itu, Pj Sekda Kabupaten Sumenep R Idris akan melakukan pengawasan dan trobosan baru. Sehingga tidak ada program pemerintah yang tumpang tindih.

“Kami tidak ingin ada program pemerintah dalam pekerjaannya tumpang tindih,” katanya saat memberikan arahan pada acara Forum Kosultasi Publik Penyusunan RKPD tahun 2019, Rabu, 28 Maret 2018 di kantor Bappeda Sumenep.
