DAK 2017 Senilai 6,75 Miliar Hangus

SUMENEP, (Transmadura.com) –
Dana Alokasi khusus (DAK) pendidikan di Dinas Pendidikan (Disdik) Kabupaten Sumenep, Madura, Jawa Timur, anggaran APBN tahun 2017 tidak bisa direalisasikan/hangus.

Anggaran DAK sebesar Rp 6,75 miliar dari Anggaran Pendapatan Belanja Negara (APBN) tidak bisa ditransper karena terbentur aturan baru Kemenkeu.

“Dana DAK itu tidak bisa digunakan karena hangus,sebab terbentur aturan baru” kata Kabid Pembinaan SMP Dinas Pendidikan Sumenep, Moh. Iksan.

Menurut iksan, dalam aturan itu menegaskan semua pekerjaan yang bersumber dari DAK sudah ada kontrak paling lambat per 31 Agustus 2017. Sementara perencanaan sebelumnya mengacu pada peraturan sebelumnya. Sehingga harus dilakukan perubahan.

Namun, menurutnya sesuai aturan, anggaran diatas Rp200 juta harus dilelang. Sementara proses lelang membutuhkan waktu yang tidak sedikit.

“Peraturan baru dan turun pada Juni lalu. Seandainya peraturan itu sama dengan tahun sebelumnya, hingga akhir tahun pasti teralisasi. Jadi, murni bukan kesengajaan,” jelasnya.

Dana Rp 6,75 miliar itu lanjut Dosen Unija itu diperuntukkan untuk dua keguatan, yakni pengadaan buku untuk sekolah dasar sebesar Rp 5,75 miliar, dan rehabilitasi gedung SMP sebesar Rp 1 miliar.

Penerima bantuan dana DAK itu sudah ada. Namun, tetap tidak bisa dilaksanakan karena tersendat aturan yang ada. “Sebenarnya cukup disayangkan dana sebesar itu tidak bisa digunakan oleh pendidikan Sumenep,” kesal mantan aktifis PMII itu. (Asm)
