SMPN 1 Manding Kabupaten Sumenep, Madura, Jawa Timur, Pengelolaan Dan Bantuan Oprasional ( Bos) diduga menyalai aturan Bendahara Bos dijabat oleh pegawai Non PNS ( Pegawai Negri Sipil).
Pasalnya, bendahara Bos yang dijabat oleh non PNS sudah dengan SK (Surat Keputusan) Kepala Sekolah nomor 800/264/435.101.147/2017 menunjuk DF (inisial) sebagai Bendahara BOS.
Informasinya, bendahara bukan dari PNS. Padahal sesuai aturan bendahara BOS harus dijabat oleh abdi negara.
Sesuai dengan Peraturan Pemerintah (PP) No. 45/ 2013 dan PMK No. 162/PMK.05/2013 bahwa bendahara BOS harus sebagai PNS. Selain itu, minimal juga lulusan SMA dan golongan minimal II B sederat. Jadi, legal standingnya tentu saja sebagai aparatur negara.
“Jadi, kami kira penunjukan bendahara diluar PNS jelas bentuk tidak baik, dan melangar aturan yang berlaku. Sebab, dalam aturan harus ada PNS, golongannya juga sudah jelas juga diatur, ” kata sumber yang mintak dirahasiakan.
Kepala SMPN 1 Manding Miftahol Arifin mengakui jika bendahara BOS dari non PNS. Itu lantaran tidak ada guru PNS yang mau untuk menjadi bendahara. “Kalau tidak ada PNS yang mau menjadi bendahara lalu siapa. Ya untuk sementara kami mengangkat dari honorer, ” katanya.
Dia mengungkapkan, penunjukan non PNS itu karena yang bersangkutan paham IT, karena pembayaran pajak menggunakan IT. Dan, pihaknya sudah berkordinasi dengan disdik. “Kami sudah minta petunjuk. Dan, tidak masalah katanya, ” ungkapnya. (Asm/irwan)
