Terkait dengan pendistribusian Bantuan Beras Untuk Warga Sejahtera ( Rastra) dengan sistem pemerataan tidak diperbolehkan, karena masuk dalam katagori penyimpangan yang mengarah pada timdak pidana korupsi.
Hal tersebut disampaiakan Kasi Pidana Khusus, Kejaksaan Negri ( Kejari) Sumenep Agus Subagya, bahwa beras untuk keluarga sejahtera ( Rastra) tidak diperbolehkan mendistribukan memakai sistem pemerataan
“Semua Dese tidak boleh Raskin (Rastra) tidak boleh dibagi rata, itu masuk penyimpangan,” katanya.
Ia menyampaikan, bahwa bantuan beras bersubsidi itu harus diberikan kepada daftar penerima manfaat (DPM) sebagaimana yang ditetapkan pemerintah. “Harus diberikan sesuai RTSM (rumah tangga sasaran miskin), diluar itu tidak boleh,” jelasnya.
Agus memaparkan, dengan alasan walaupun ada perubahan DPM, semisal meninggal dunia, pindah domisili atau sudah tidak layak jadi penerima karena status sosial sudah masuk kategori mampu, harus melalui prosedur yang ditetapkan.
“Perubahan itu harus melalui musyawarah desa (Musdes), tidak bisa langsung dipindahkan,” tuturnya.
Namun, menurut agus, hingga saat ini , pendistribusian Rastra dengan sistem pemerataan terkesan hanya isu belaka. Karena dari berbagai kasus rastra yang diproses, seperti perkara Rastra Desa/Kecamatan Guluk-Guluk, Rastra Desa Lapa Laok, Kecamatan Dungkek, dan perkara Rastra Desa Poteran Kecamatan Talango, belum satupun yang terbukti. “Tidak terbukti (sistem pemerataan) meskipun sampai di pengadilan,” ungkapnya.
Saat ini terdapat dua kasus rastra yang tengah diproses di Kejari, yakni perkara Rastra Desa Pakondang, Kecamatan Rubaru, dan tujuh Kecamatan di Kepulauan. Status perkara rastra Desa Pakondang telah naik ke tahap penyidikan pada 9 Juni 2017. Sementara kasus rastra di 7 Kecamatan Kepulauan, masih pengumpulan bukti baru termasuk menubggu hasil penghitungan kerugian oleh Badan Pemeriksa Keuangan (BPK) Provinsi Jawa Timur.
“Kalau Raskin di Poteran sudah disidangkan di Tipikor Surabaya, minggu kemarin sudah masuk tahapan Replik,” tandasnya.
